Francis P. LaRocca
Francis (Frank) P. LaRocca Jr. is NASA’s Counsel to the Inspector General. He leads the Office of Legal Counsel, which provides legal advice to OIG managers, auditors, and investigators.
Before joining NASA, LaRocca was an Assistant Counsel with the Defense Contract Administration Services, New York Region, where he specialized in government contract and cost accounting issues. Prior to his admission into the bar, he was a pension specialist with the Labor Management Services Administration at the U.S. Department of Labor.
LaRocca holds a bachelor’s degree from Fordham University in the Bronx, New York, and received his law degree from St. John’s University in Jamaica, New York. He is admitted to the bar in the state of New York and multiple federal courts, including the U.S. Supreme Court.
